NAMIC names Rep. Mike Flood as Federal Legislator of the Year

The National Association of Mutual Insurance Companies (NAMIC) has named Representative Mike Flood, a Republican from Nebraska, as its Federal Legislator of the Year. The announcement was made during an event in San Diego on September 30, 2025.

Jimi Grande, NAMIC’s senior vice president of federal and political affairs, said, “As insurance marketplaces are buffeted by extreme weather, litigation abuse, and regulatory excess, Mike Flood has worked to find solutions that reduce risk and bring down the costs of insurance. NAMIC is proud to recognize him for his work to help insurance consumers and protect our state marketplaces from federal overreach.”

Flood received this recognition for his efforts to support the state-based insurance regulatory system and oppose additional federal involvement that could duplicate existing oversight. He contributed significantly to pushing the Federal Insurance Office (FIO) to coordinate with state regulators when addressing climate change issues. In addition, he co-sponsored legislation intended to restrict FIO’s authority to collect data from insurers. The FIO was established under the Dodd-Frank Act as a resource for federal policymakers but has sought broader powers through requests for data and potential subpoenas for sensitive company information.

Flood also played a role in addressing legal system abuses related to insurance and supporting consumer choice in homeowners insurance products.

Flood stated, “The state-based system of insurance regulation has served policyholders well for over 170 years. The last thing consumers across the country need is another federal agency encroaching on the good work of our state regulators. There’s important work to be done as we seek solutions to America’s housing crisis and work to cut red tape so that more Americans can access affordable and reliable insurance products for financial safety and security. I’d like to thank NAMIC for recognizing me as its federal legislator of the year. I’m humbled by this award and grateful for the opportunity to serve Nebraskans and insurance consumers across the country.”

NAMIC annually honors lawmakers who show leadership on key issues affecting the industry with its Federal Legislator of the Year Award. The award features Ben Franklin, who founded a mutual insurance company in 1752 that remains a member of NAMIC today.

NAMIC represents both large national insurers as well as regional and local mutual companies throughout the United States. Its members account for $391 billion in annual premiums written each year and hold significant shares in several sectors: they write 68 percent of homeowners policies, 56 percent of automobile policies, and 31 percent of business insurance policies nationwide.
