Uber Head of federal affairs on California insurance reform: ‘Uber is taking action to protect consumers and drivers’

Javier Correoso, Head of Federal Affairs at Uber, said that the company supports efforts to enhance insurance fraud enforcement and consumer protections in California. This statement was made on the social media platform X.

“Uber is taking action to protect consumers and drivers,” said Correoso. “An insurance fraud task force can help identify, investigate, disrupt, and prosecute insurance fraud.”

California’s auto-insurance regulatory framework is undergoing significant changes as officials attempt to strike a balance between consumer protections and insurer stability. In October 2025, Insurance Commissioner Ricardo Lara proposed rules aimed at making it more challenging for consumer advocates to obtain intervenor reimbursements under Proposition 103. These rules are intended to streamline rate reviews but have faced criticism for potentially limiting public oversight. Concurrently, Senate Bill 371 and Assembly Bill 1340 represent a compromise within the ridesharing industry, designed to provide savings to consumers and update auto-insurance regulations. These reform efforts come amid growing concerns over staged collisions, “vehicle-hostage” towing scams, and under-reporting of fraudulent claims identified by the California Department of Insurance.

For the fiscal year 2023-24, California’s Insurance Fraud Division reported 12,559 suspected fraudulent automobile-insurance claims. The division assigned 602 new cases, made 272 arrests, and referred 354 cases to prosecutors. The potential loss from these claims was estimated at $207,629,944 according to the California Department of Insurance.

In New York in 2023, the New York State Division of Criminal Justice Services’ Motor Vehicle Theft & Insurance Fraud Prevention Program recorded 38,270 suspected motor-vehicle insurance-fraud incidents—a significant increase of 93% since 2019—and secured 335 convictions. This contrasts with California’s achievement of 343 convictions in the same period under its auto-fraud grants program.

Correoso is an experienced public affairs executive currently serving as Head of Federal Affairs at Uber Technologies Inc., where he leads engagement with policymakers and regulators on transportation, labor, and technology policy. According to his LinkedIn profile, he has been with Uber for over eight years and previously managed Public Affairs and Communications for the U.S. South region. Before joining Uber, Correoso held positions in government relations and political consulting, including advising Florida-based campaigns and serving as Managing Partner at National Capitol Strategies.

Uber Technologies Inc., founded in San Francisco in 2009 by Garrett Camp and Travis Kalanick, has expanded into a global mobility and delivery platform operating in more than 70 countries. According to its website, Uber’s mission is to “reimagine the way the world moves,” maintaining multi-million-dollar commercial auto-liability insurance coverages in U.S. rides to support safety and regulatory compliance.
