The Colorado Division of Insurance has announced the adoption of three bulletins, effective October 22, 2025. The bulletins address issues related to federal employees affected by the ongoing federal government shutdown, abortion coverage in health plans, and reporting requirements for life insurers.
Bulletin B-6.05 urges insurance carriers to take measures to prevent cancellations, lapses in coverage, or late fees for federal employees impacted by the federal shutdown. According to the Division, nearly 57,000 federal employees and their families in Colorado face furloughs or are required to work without pay due to the shutdown. The bulletin is intended to encourage carriers to support these individuals during this period.
Revised Bulletin B-4.148 clarifies the Division’s position on payments to insurance carriers for abortion services covered under on-Exchange individual health plans for enrollees receiving subsidies. This follows the passage of Senate Bill 23-189 during the 2023 legislative session, which requires carriers to cover the full cost of abortion care without any cost sharing from enrollees. Coverage began on January 1, 2025.
Revised Bulletin B-10.004 addresses questions from life insurers regarding quantitative testing requirements designed to detect unfair discrimination. Insurers had requested guidance because rules establishing the required testing have not yet been adopted by the Division. The bulletin provides direction on fulfilling annual reporting obligations due December 1, 2024.
