Colorado Division of Insurance seeks feedback on life insurer reporting and federal employee protections

The Colorado Division of Insurance is requesting public input on two draft bulletins related to life insurance reporting requirements and support for federal employees during the ongoing federal government shutdown.

One draft, a proposed revision to Bulletin B-10.004, addresses questions from life insurers about the quantitative testing reporting requirement in Section 5.A.11. of Colorado Insurance Regulation 10-1-1. Insurers have sought guidance because the Division has not yet set rules for the required quantitative testing that must be described in annual reports due by December 1, 2024. The bulletin aims to clarify these requirements and provide direction for the 2025 reporting period.

A second draft bulletin, B-1.XX, focuses on protections for federal employees affected by the government shutdown. According to the Division, nearly 57,000 federal workers and their families in Colorado face furloughs or are working without pay as a result of the shutdown. The bulletin encourages insurance carriers to take measures such as extending grace periods and waiving late fees to help avoid cancellations or lapses in coverage for those impacted.

Comments on both draft bulletins can be submitted by email until 5 PM on October 20, 2025. Drafts of these bulletins and other proposed regulations are available on the Division's website for informal public comment.
