Ned Gaines, Commissioner | Nevada State Executive - Commissioner of Insurance
Ned Gaines has been appointed as the new Commissioner of the Nevada Division of Insurance, effective October 6, 2025. The announcement was made by Dr. Kristopher Sanchez, Director of the Department of Business and Industry. Gaines had served as acting commissioner since July 2.
Gaines brings over 25 years of experience in the insurance sector. Before joining the Nevada Division of Insurance as Chief Deputy Commissioner in April 2025, he spent 12 years at the Washington State Office of the Insurance Commissioner, where he held several leadership positions including Deputy Commissioner of Rates, Forms and Provider Networks. His earlier career included roles as compliance manager, claims manager, claims adjuster and agent for national property and casualty insurers.
“Ned's extensive experience in the insurance industry and as a regulator will be an asset to the State as we continue to navigate a complex and evolving insurance landscape. Through his leadership and engagement with all stakeholders, we must work together to find and implement solutions that work for all Nevadans,” said Dr. Sanchez.
As commissioner, Gaines is responsible for protecting consumer rights and public interests in interactions with the insurance industry. He will oversee efforts to help residents understand their insurance options, review rates and forms for legal compliance, and expand resources that inform consumers about coverage choices and assistance available through the Consumer Services Section. The division’s priorities will include accessibility and responsiveness to both consumers and industry stakeholders.
