California halts insurance cancellations after Franklin Fire emergency

The California Department of Insurance has announced a moratorium on the cancellation and nonrenewal of residential property insurance in response to the Franklin Fire in Malibu. This directive, detailed in Bulletin 2025-12, applies to all insurers operating within the state, both admitted and non-admitted. The moratorium is effective for one year starting June 18, 2025.

According to the bulletin, insurers are prohibited from issuing cancellation or nonrenewal notices due to wildfire risk during this period. Additionally, any such notices issued since the emergency declaration must be rescinded by insurers. The bulletin also specifies the ZIP codes affected by this moratorium.
