Governor Newsom signs multiple bills into law and issues legislative vetoes

Governor Gavin Newsom has signed a series of bills into law and issued vetoes on others, according to an announcement from his office in Sacramento on October 1, 2025.

Among the legislation signed by Governor Newsom are measures addressing a range of topics including vote-by-mail ballot processing (AB 16), hydroelectric power for Reclamation District No. 108 (AB 59), public records access concerning elected officials (AB 343), foster care supplements (AB 349), best value procurement practices for school districts (AB 361), energy efficiency standards for buildings (AB 368), and support for victims of violence facing employment discrimination (AB 406).

Other notable bills signed include provisions related to hazardous materials management, child daycare facilities, peace officer regulations, environmental quality exemptions for veterans cemeteries, and updates to teacher credentialing requirements. The governor also approved several omnibus bills covering education, agriculture, judiciary matters, emergency management, housing policy, labor issues, health services, and local government operations.

On the Senate side, Newsom’s approvals cover areas such as water planning with long-term supply targets (SB 72), alternative energy financing (SB 86), community college personnel qualifications (SB 241), tax exclusions related to environmental credits (SB 302), bias mitigation training in employment settings (SB 303), and new requirements under the California Environmental Quality Act for community plans review.

Additionally, tribal gaming compacts were ratified through AB 1527 and SB 864. Several other bills addressed corrections policy changes, retirement systems updates for public employees, and modifications to public safety regulations.

The governor also exercised his veto authority on multiple proposals. These included measures relating to electrical demand forecasts (AB 44), health education instructional materials (AB 86), supportive-recovery residence programs (AB 255), blue carbon demonstration projects along coastal areas (AB 399), police canine standards commission reforms (AB 400), eligibility criteria for social services within nonprofit home-sharing programs aimed at preventing housing discrimination (AB 474) and farmland conservation efforts designed to improve access for communities in need of agricultural land resources.

Further vetoed items covered disaster aid assistance for foster youth during emergencies or natural disasters such as landslides or climate change impacts; local election procedures regarding tax measures; language access improvements in healthcare coverage; exceptions in dam safety supervision; alterations in state supervision during emergencies; changes to utility ratesetting processes involving renewables portfolios; vehicle registration fees adjustments; regulation of automated license plate recognition systems; hydrogen fuel initiatives; PFAS mitigation efforts at the State Water Resources Control Board level; workforce training provider list eligibility revisions; and income tax credits associated with durable medical equipment purchases.
