California allocates nearly $5 billion for statewide transportation upgrades

Governor Gavin Newsom has announced a significant investment of nearly $5 billion to enhance California's transportation infrastructure. The funding, distributed by the California Transportation Commission (CTC), aims to improve state highways, expand bus and train services, and increase pedestrian and bicycle travel options.

This initiative is part of Governor Newsom’s broader agenda to accelerate infrastructure development while creating jobs across the state. “We’re not just rebuilding transportation – we’re reimagining it. This investment – upwards of $5 billion – is about protecting Californians today and preparing for tomorrow with transit and transportation options that are safer, cleaner, and built to serve the needs of every Californian,” stated Governor Newsom.

A significant portion of the funding, nearly $2.44 billion, originates from Senate Bill 1 (SB 1), known as the Road Repair and Accountability Act of 2017. This legislation utilizes gas tax revenues to enhance roadway safety in California. Additionally, $1.45 billion will be allocated towards zero- and low-emission transportation projects and infrastructure improvements aimed at strengthening California’s freight network.

The Trade Corridor Enhancement Program (TCEP) will receive $810 million for projects designed to optimize freight movement while reducing pollution by minimizing idle times for trucks, cars, and trains. The program also plans to increase zero-emission truck stations by 25%.

California Transportation Secretary Toks Omishakin commented on the initiative: “Under Governor Gavin Newsom’s leadership, these transformative investments represent a bold step towards a future where our transportation system is safer, more efficient and a driving force for economic prosperity.”

Darnell Grisby, Chair of the Commission, expressed satisfaction with the partnership with Caltrans: “The Commission is pleased to partner with Caltrans to continue investing in California’s world-class transportation system.” He emphasized that these investments would enhance safety, ease congestion, and reduce costs for Californians.

Among the projects receiving funding are:

- $483 million for passenger rail extensions, bicycle and pedestrian safety improvements, and rapid transit bus expansion.

- $202 million allocated through the Local Partnership Competitive Program for upgrading railways, transit systems, bicycle paths, and pedestrian facilities.

- $63 million dedicated to enhancing Riverside County's Ramona Expressway with a new bridge over the San Jacinto River.

- $49 million earmarked for constructing charging hubs in Fresno, Oakland, Ontario, and San Diego.

- $28 million set aside for installing ultra-fast vehicle charging stations along Interstate 5 and State Route 99.

- $18 million designated for safety enhancements near five schools affected by traffic congestion in Los Angeles.

Since its adoption in 2017, SB 1 has annually contributed approximately $5 billion toward various transportation projects across California.
