Today, a bipartisan group of lawmakers reintroduced the Shipbuilding and Harbor Infrastructure for Prosperity and Security (SHIPS) for America Act. Representative John Garamendi (D-CA-8), Senator Mark Kelly (D-AZ), Senator Todd Young (R-IN), and Representative Trent Kelly (R-MS-1) are leading this initiative to strengthen the U.S. shipbuilding and commercial maritime sectors.
The legislation addresses the disparity between the United States' 80 U.S.-flagged vessels in international commerce compared to China's 5,500. It aims to enhance U.S. Merchant Marine competitiveness by providing national oversight, consistent funding, and reducing bureaucratic obstacles.
“With China's growing influence in the global maritime sector, the United States can no longer afford to overlook our maritime industries. The SHIPS for America Act will give our shipyards and merchant mariners the tools they need to rebuild America’s maritime industry and create good-paying American jobs," said Congressman John Garamendi. "I’m proud to lead this effort alongside Senator Kelly, Senator Young, and Representative Kelly to strengthen America’s national security, economic strength, and global leadership on the high seas.”
Senator Mark Kelly emphasized that “after decades of dangerously neglecting our shipbuilding industry, we’re finally doing something about it." He described the act as "the most ambitious effort in a generation" to revitalize these industries while countering China's oceanic dominance.
“America has been a maritime nation since our founding," noted Senator Todd Young. He stressed that shipbuilding is crucial for national security and serves as a defense against foreign threats.
The SHIPS for America Act proposes several measures:
- A Maritime Security Advisor within the White House would coordinate U.S. maritime policy.
- A goal of expanding the U.S.-flag international fleet by 250 ships over ten years.
- Establishment of tax credits and financial incentives for domestic shipyard investments.
- Investments in next-generation ship design through regional innovation hubs.
- Enhancements in workforce development with campaigns promoting careers in maritime fields.
This legislation will be introduced as two separate bills: the SHIPS for America Act and Building SHIPS in America Act.
