Garamendi and Hirono push for funding in Impact Aid Infrastructure Partnership Act

U.S. Representative John Garamendi and U.S. Senator Mazie K. Hirono have reintroduced the Impact Aid Infrastructure Partnership Act, designed to allocate $1 billion over four years for Impact Aid Construction Grants. This bill aims to address facility needs in federally impacted schools, which face challenges due to reduced local tax revenue. Representative Garamendi and Senator Hirono, along with 16 colleagues, are championing this initiative.

The federal Impact Aid program supports over 1,100 school districts with more than 10 million students, compensating for tax revenue losses due to federal activities. Garamendi emphasized that the bill focuses on necessary repairs to provide safe and quality educational environments. Hirono highlighted the importance of funding for addressing construction, repair, and maintenance backlogs to support millions of students.

Representative Jay Obernolte, a co-sponsor, noted the infrastructure challenges faced by schools in California's 23rd District, underscoring the bill’s role in assisting schools serving military families. Nicole Russell of the National Association of Federally Impacted Schools praised the bill for leveling the playing field for schools impacted by federal properties.

Brent Gish, of the National Indian Impacted Schools Association, commented on the urgent need for improvements in school facilities, stressing the backlog of necessities exceeding $4 billion. Kyle Fairbairn, from the Military Impacted Schools Association, noted the funding difficulties for Impact Aid schools and the relief this bill could provide.

This legislation would authorize $250 million annually, with 25% as formula funding and 75% as competitive grants for schools with pressing facility needs. The bill, supported by several educational associations, has seen additional backing from a group of Senators and House Representatives.
