The bill as drafted creates more questions than answers and will lead to needless litigation that our Florida legislature worked so tirelessly to fix. We need time to allow the 2021 and 2022 legislative changes to manifest."

According to Cambo Ferry's 2025 white paper, the reforms passed in 2021 and 2022 were designed to reduce litigation and stabilize Florida's volatile insurance market. These measures are reportedly showing signs of success, with internal client data indicating a sharp drop in new lawsuits. Ferry testified before the Florida House to advocate for allowing these reforms to take full effect before advancing new legislation such as HB 1551.

Florida enacted two major legislative packages targeting property insurance reform in 2021 and 2022. These included eliminating one-way attorney fees, shortening the claims filing deadline, and tightening rules for roofing claims—steps intended to curb fraud and reduce litigation. According to the Florida Office of Insurance Regulation, early indicators show a notable drop in legal filings and modest stabilization in insurer losses.

This litigation imbalance contributed to the collapse of multiple insurers and a steep rise in premiums.
