California continues to lead the technology sector, particularly in artificial intelligence (AI), as it hosts 32 of the world's top 50 AI companies. The state, known for its innovation hub Silicon Valley, is leveraging AI to enhance efficiency and support various state operations.
Governor Gavin Newsom stated, "California is a state of innovators and doers – a place where the future is born. We are proud of the technology industry, which has helped our state dominate as the fifth largest economy in the world. As the AI industry continues to grow, California is thoughtfully implementing this new and fast-moving technology to advance and benefit the public good."
The state plays a significant role in shaping AI's future with its numerous leading companies, research institutions, and contributions to patents and conference papers. Efforts have been made to responsibly integrate this technology while protecting residents and businesses. In 2023, Governor Newsom signed an executive order for a measured approach to generative AI (GenAI) procurement, aiming for ethical deployment.
In 2024, initiatives were announced to use GenAI technologies for addressing issues like traffic reduction and homelessness. A GenAI summit was co-hosted by Governor Newsom in May 2024 with leaders from various sectors to discuss effective use of this technology. In August, California partnered with NVIDIA for an innovative AI collaboration.
Governor Newsom also gathered global experts on GenAI in September to develop guidelines for its deployment, focusing on analyzing frontier models' capabilities and risks. Additionally, legislation was enacted last year targeting sexually explicit deepfakes and requiring AI watermarking to protect digital likenesses and combat election-related deepfake content.
