Rep. John Garamendi of California has issued a statement in response to President Donald Trump's directive for federal agencies to halt spending on financial assistance and grants. This decision, according to Garamendi, affects nearly $3 trillion in federal aid.

Garamendi criticized the move as "a reckless and unconstitutional act that punishes American families."
