Experts weigh options for U.S. housing market recovery amid challenges

The U.S. housing market experienced a significant slowdown last year, with expectations for 2025 suggesting only limited relief for buyers and sellers. December 2024 saw the longest seasonal slump since January 2023, with homes remaining on the market for an average of 70 days, up from 62 in November. This marked the slowest festive season in five years.

Inventory dropped by 8.6% from November, marking the steepest decline in nearly two years. Meanwhile, mortgage rates reached a six-month high of 6.91% for a typical 30-year fixed home loan as of January 2, according to Freddie Mac.

In mid-December, the Federal Reserve announced fewer-than-expected rate cuts for 2025, likely affecting an already sluggish market. The Realtor.com economic research team projects that mortgage rates will average around 6.3% throughout 2025 and conclude at approximately 6.2%, eliminating hopes of returning to below-3% pandemic-era rates.

Homeowners remain hesitant to sell due to the "lock-in" effect caused by current low-interest mortgages compared to higher new mortgage rates. According to Danielle Hale, Chief Economist at Realtor.com: “We expect the willingness of homeowners to sell their existing home and buy a new one to wane.”

However, there is optimism that inventory levels might increase above typical seasonal boosts by spring and maintain throughout much of summer despite projected average mortgage rates hovering around 6.4%. Hale explains: “Time will continue to be an important healer of mortgage rate lock."

Despite high mortgage rates and ample inventory driven by unmotivated buyers and sellers last year, home prices rose at a rate of 4%. Realtor.com economists predict similar trends in upcoming months with projected price increases throughout 2025 at about a rate of 3.7%.

A report revealed older wealthier individuals dominated recent homebuyer demographics; this trend may persist into next year due primarily because first-time buyer numbers reached record lows amidst still-expensive housing conditions hindering younger buyers' access without existing equity advantages.
