Insurance Information Institute expands legal system abuse awareness campaign across several states

The Insurance Information Institute (Triple-I) announced on Apr. 7 that its campaign to raise awareness about legal system abuse and its impact on insurance premiums is expanding across the United States. Recent weeks have seen billboards and digital displays appear in Missouri, Oklahoma, and Wisconsin, following earlier efforts in California and Illinois. In Atlanta’s Capitol District, the campaign also includes an online consumer-education resource and targeted social media messaging.

The initiative seeks to highlight how lawsuit abuse can drive up insurance costs for both consumers and businesses. Triple-I aims to inform the public and lawmakers about these connections in hopes of prompting legislative action that could bring economic relief.

Sean Kevelighan, CEO of Triple-I, said, “We have already seen how meaningful tort reform in states like Florida, Georgia, and Louisiana can stabilize the insurance market and provide direct financial relief to consumers.” Kevelighan added that Triple-I remains dedicated to educating lawmakers and families about affordability challenges caused by legal system abuse.

A recent editorial from January 2026 recommended policymakers avoid “simplistic solutions” such as capping premiums or subsidizing homebuyers. Instead, it suggested focusing on increasing investment in catastrophe resilience while addressing cost drivers like legal system abuse. The editorial stated: “In many states underwriters must contend with laws that favor plaintiffs, outsized jury awards, and a proliferation of funds that specialize in financing lawsuits. Research suggests that such costs have been the single biggest driver of premium increases in recent years.”

Florida was highlighted as a model for other states after enacting reforms during a special legislative session in 2022 targeting fraud and litigation abuse. These changes led nearly 20 new property insurers to enter Florida’s market while existing carriers expanded their share—resulting in fewer policies managed by Citizens Property Insurance Corp., the state-run insurer.
