Governor Gavin Newsom has issued an executive order mandating that state agencies update their telework policies to require employees to work in-office at least four days per week starting July 1, 2025. This directive aims to enhance collaboration, innovation, and accountability within state operations. Telework flexibilities will be considered on a case-by-case basis, aligning with existing family-friendly employment policies.

Governor Newsom emphasized the importance of in-person work for effective government operations: “State employees are the backbone of our government, and we are blessed in California with public servants who devote their time and talents to the smooth operation of critical services and public infrastructure. In-person work makes us all stronger — period. When we work together, collaboration improves, innovation thrives, and accountability increases. That means better service, better solutions, and better results for Californians, while still allowing flexibility.”

The executive order also directs CalHR to simplify the hiring process for former federal employees seeking roles in firefighting, forest management, weather forecasting, and other critical areas. This move is part of a broader strategy to address workforce needs amid federal workforce reductions.

California employs over 224,000 full-time state workers providing essential services. More than half already work in-person daily. The state’s strategic recruitment efforts aim to fill key positions in firefighting, climate resilience, water management, medical care, and mental health care.

Key directives include implementing a hybrid telework policy with a default of four in-office days per week by July 1, 2025. State agencies must develop plans to accommodate increased in-person work regarding facilities and transportation options. The Government Operations Agency and other departments will support this implementation.

CalHR will issue guidance on telework exceptions for roles requiring remote work or for employees living far from their duty stations under pre-agreed telework arrangements. Additionally, CalHR will identify job openings suitable for former federal employees’ skills.
