Governor Newsom celebrates four years of California’s Cradle-to-Career Data System

California marks the fourth anniversary of the California Cradle-to-Career Data System, an initiative designed to connect datasets from various state entities to provide insights into education and workforce outcomes. This system aims to assist students in achieving their educational and career goals.

Governor Gavin Newsom established the California Cradle-to-Career (C2C) Data System within the Government Operations Agency in July 2021. Since its inception, C2C has made significant progress, including launching a unique informational tool in April 2025 to aid students in understanding their educational and career planning options.

“Over the last four years, Cradle-to-Career has made massive strides in their work to connect available data and existing information to the students who can use it to leverage their careers. I look forward to what comes next and the achievements California’s future leaders will accomplish,” said Governor Gavin Newsom.

Mary Ann Bates, Executive Director at the California Cradle-to-Career Data System, stated, “In just four years, California’s official data system became a model for inclusive decision-making, meaningful community engagement, and unprecedented collaboration. Californians deserve tools for their education and career planning that reflect their experiences. We started by listening first, and then building a dashboard based on what people said they needed. We continue to learn from the input people are sharing as they explore the Student Pathways data dashboard.”

The Cradle-to-Career system is managed by a 21-member governing board representing diverse perspectives across California. It links existing education, workforce, financial aid, and social service information to help policymakers, educators, and the public address opportunity gaps and improve student outcomes statewide. Public dashboards offer transparency into student education paths and workforce entry while providing insights into policy effectiveness.

Looking ahead, Cradle-to-Career plans to introduce its Query Builder tool by late 2025. This tool will enhance user interaction with the Student Pathways Dashboard by allowing deeper exploration of underlying data. The rollout will be phased with incremental feature additions.

Development of this system involved over 200 participants from 15 state agencies alongside educational institutions, research organizations, policy groups, and community organizations during 2020 and early 2021.
