Colorado Division of Insurance schedules virtual rulemaking hearing for December

The Colorado Division of Insurance has announced a virtual public rulemaking hearing scheduled for December 1, 2025, at 11:00 AM. The hearing will be held online via webinar and is open to the public.

According to the official notice, “Notice is hereby given pursuant to § 24-4-103(3)(a), C.R.S., that a public rulemaking hearing will be held before the Colorado Commissioner of Insurance.”

During this session, participants can provide oral comments through the webinar platform. Those unable to attend virtually or who prefer to submit written feedback are encouraged to email their comments by 5 PM on Thursday, December 4, 2025. Written submissions should be sent to DOI Rules and Records for review and consideration.

The agenda includes several draft proposed amendments:
– Regulation concerning surplus lines insurance issued by nonadmitted insurers
– Requirements for reporting medication-assisted treatment coverage
– Colorado Option public hearings
– Registration requirements for pharmacy benefit managers in Colorado
– Transparency in coverage reporting requirements

Following the hearing, there will be a three-business-day period during which additional written comments can be submitted.
