California partners with Sonora for cross-border clean energy initiatives

California has formed a new partnership with Sonora, Mexico, to promote the development of renewable energy resources, supply chain resilience, and clean transportation. Governor Gavin Newsom met with a delegation from Sonora in Sacramento to establish this subnational alliance aimed at fostering diplomacy and achieving national air and clean energy goals.

Governor Newsom welcomed Sonora’s Governor Alfonso Durazo Montaño at the historic Stanford Mansion. The two states participated in a bilateral meeting followed by the signing of a Memorandum of Understanding (MOU). “A pesar de la frontera que nos divide, California y Sonora comparten el reto común de adaptarse a un mundo más cálido y seco. Pero también compartimos un esfuerzo común para promover soluciones reales. La alianza de hoy une a nuestros estados para limpiar el aire y ampliar el acceso a más energía limpia,” said Governor Newsom.

The MOU emphasizes four years of collaboration between California and Sonora to enhance leadership through increased development of clean energy, supply chain resilience, and regional access to renewable energies.

“Sonora y California comparten frontera y desafíos. Hoy establecemos un acuerdo con este estado, líder en crecimiento económico y acciones contra el cambio climático, para unir fuerzas y garantizar que las familias vivan en una región próspera, con un mejor medio ambiente y desarrollo tecnológico,” said Governor Durazo Montaño. “Sonora aporta todo un desierto y el talento de su gente para hacer posible una región mejor.”

California achieved its 2020 climate goal six years early due to pioneering climate policies and partnerships across the United States and worldwide designed to share best practices and support climate cooperation.

Last month, California joined forces with 21 Brazilian states to combat pollution and foster sustainable economic growth. Last year, Governor Newsom signed memorandums with Emilia-Romaña during a visit to Italy for the Vatican Climate Summit and another in May with South Korea’s Gyeonggi province—a hub for that country’s economy and high-tech industry. The governor also hosted delegations from Sweden and Norway while renewing climate partnerships with both governments.

In 2023, Governor Newsom led a delegation to China where California signed five MOUs—with China’s National Development and Reform Commission as well as Guangdong Province; Jiangsu Province; Beijing Municipality; Shanghai Municipality—and issued a groundbreaking statement on joint climate action including significant reductions in greenhouse gas emissions transitioning away from fossil fuels toward developing clean energies underpinned by launching MCAP (Mediterranean Climate Action Partnership) during COP28 supporting members rapidly adapting impacts emergencies facing climates globally whilst additionally signing an understanding Hainan Province Australia
